1933 54. telegrams handed in between the hours of 6.00 a.m. and 7.00 am. and from the hour of 9.00 a.m. until 5.00 p.m. shall be charged double the ordinary rate and in addition thereto the sum of 10c for each operator employed for such transmission, and
